Abstract
The substantial reforms, which are realized during the current educational process, and the reasons of their conflict with the material environment in general educational institutions have been analyzed. On the basis of this criterias are revealed, to which the modern school should correspond to. A number of modern factors are fixed, that affect the territorial organization of the general educational institutions.
