Abstract

Issues related to boosting efficiency in the reconstruction and management of urban infrastructures as well as financial problems in the reconstruction and re-equipment projects of urban planning by the investment of innovations and the funding of such projects via issuing municipal bonds are discussed together with the risks of savings of municipal bonds caused by the implementation of innovations, their management and containment problems. Justifications are given for bonds backed by savings, taxes or other revenues and their identifications. A calculation presented by issuing municipal bonds and an example of reconstruction of infrastructures by the application of innovative technologies are given as well as the repayment of municipal bonds is illustrated by the means of savings during reconstruction.
