In this regard, the article focuses on the fact that on June 4, 1918, under pressure from Ottoman Turkey, Alexander Khatisyan signed a document and made a certain commitment. Thus, the government of the Republic of Armenia was obliged not to have diplomatic relations with countries in the war with the Ottoman Empire throughout the war. The fact suggests that the reasons for the genocidal policy must be searched<br>not only “in the depths” of the state (especially imperially oriented) as an institution, but also in the peculiarities of the historically formed political culture of the nation. It also turns out that in geopolitically tense regions (Western Asia and Transcaucasia were and remain such regions), the responsibility for the commission of genocide is not only the state that carried out the crime, but the great powers directly involved in the “affairs of the region”. On the one hand in the course of Football Diplomacy (2008-2011) the Turkish press had been writing about Armenia and the issue of normalizing relations with it most of all, but on the other hand, it was obvious that the Turkish socio-political opinion was not ready to normalize relations with Armenia without any pre-conditions, remaining hostage to the political moods dominating in Azerbaijan. Destabilization is accompanied by an increase in the level of civil disobedience and tension in society, as well as by the decrease in the effectiveness of conflict resolution and of the management of social processes. The article analyzes factors and threats to the political stability of Armenia. The author highlights two main factors of influence: 1) external – the Karabakh conflict and<br>militarization of the region and 2) internal – the lack of legitimacy, operationalizing the latter into the level of civil disobedience. For a deeper analysis, the Stability index of the political system of Armenia is calculated in a span of 2000-2017 years.
