Abstract

Immediately after the proclamation of independence, the RA, as a full-fledged subject of international law, was given the opportunity to develop an independent foreign policy concept, in which, of course, a significant place would be given to the relations with Turkey. From the very beginning, the RA leadership chose not to include the issue of the Armenian Genocide in bilateral relations, considering that this fact would greatly facilitate the establishment of diplomatic relations between the two countries. Moreover, the Armenian leadership of the time did not pay due attention to the dangers of Pan-Turk ideology in Turkey. As a result, despite the statements repeatedly made by the Armenian leadership that in case of establishing bilateral relations Armenia would not seek to present territorial claims to Turkey and even was prepared not to discuss the topic of the Genocide during the negotiations, the Turkish side continued to adhere to its principle that the denial of the Armenian Genocide had been and remained an important condition for establishing diplomatic relations with the RA.
