Abstract

On August 13, 1918 the RA Council of Ministers decided to address the organizational and political issues of intelligence service at the expense of the government's loan. By the Minister of Defense Decree dated 14 April, 1919 attached to the General Staff the Intelligence and Counterintelligence Department was established with a small staff. One of the priority tasks of the RA Government and Parliament was the establishment of the RA state security system, the establishment of the Armenian statehood, the organization of the most important army structures, frontier units, the Ministry of Internal affairs and the militia, and first of all intelligence and counterintelligence departments in terms of ensuring the protection of the state borders and the security of the state. The establishment of the intelligence and counterintelligence service of Armenia should be considered as August 13, which should be considered as the day of establishment of the Armenian special services, as well as should be included in the list of state holidays. In spite of the shortcomings and inevitable faults, the RA state security system was well-established.
