Abstract
The article presents the concept of “Humanitarian intervention” and the development of this theory. Beginning from the XIX century the great powers started interfering in the internal affairs of the Ottoman Empire for the sake of protecting the rights of the Christian nations of the Empire. Humanitarian intervention obtained a collective character during the Greek War of Independence (1827-1830). The practice of interventions continued not only during the XX century but in the modern international relations as well. Analyzing different examples of humanitarian interventions in his studies Raphael Lemkin, an expert in international law, referred also to the interventions which came to the defense of the Armenians living in the Ottoman Empire. On the factual examples Lemkin showed that persecutions of Armenians in the Ottoman Empire and the violation of their rights had a systematic character. The interventions of European powers did not have visible results.
