Abstract
Since January 1918 the issue of the power in Transcaucasia had directly and openly been connected with definitely separating the region from Soviet Russia and declaring independence. At first, the direct bearer of that consistent policy was the Transcaucasian Commissariat, then the Sejm, which was represented by the activity of dominating Georgian Menshevik s.-d. Fraction. In this context, the political orientation of Transcaucasian authorities also changed. The Sejm adopted the German-Turkish orientation.
The article substantiates that the independence of Transcaucasia and the idea of creating national states proceeding from this goes back to 1917 November-December and not to 1918 April (after the surrender of Kars). It goes through several stages and the present study is devoted to the elucidation of one of them.
